International vs. Domestic Terrorism in the United States Terrorism that originates within the United States and is committed by American citizens is a facet of our history that has often been overlooked. Following the September 11, 2001, attack on the United States, perpetrated by Al Qaeda, discussions of terrorism have tended to focus on those incidents that stem from groups with ties to Middle East extremists. For this discussion, you will look at terrorist acts and groups that are considered homegrown as well as those that are international.
