Pick a topic from Week 1–8 and write a policy memo. Imagine you are working for a principal (e.g., the White House, a US Senate candidate, a CEO of a multi-national company) and you are asked to provide input on a current policy issue your principal is dealing with. The goal is to critically engage a major policy issue dealing with globalization. You can pick an actual policy reform from the past, a real reform idea currently being debated or a fictitious proposal of your own choosing. E.g., you could discuss whether the US should impose steel tariffs on Canada if the US should restrict FDI from China, how Europe should handle the refugee crisis, the 2019 EU Mercosur trade agreement, or how the OECD could limit international tax evasion. You should clearly describe the policy issue you are interested in, explain key conceptual terms, discuss the major debates and positions, and provide a reasoned recommendation. Throughout the memo, please reference relevant literature (e.g., academic articles and books, policy white papers, newspaper articles, government reports). You can draw on the assigned and supplementary readings from the syllabus but I expect you to go beyond and find your own material.

The memo will be graded with the following criteria in mind:

1. Did you provide key background information about the policy issue and explain it clearly?

2. Did your discussion of the issue engage relevant theoretical and empirical debates we covered in class?

3. Did you offer a reasoned conclusion?

4. Did you cite proper references and bring in additional literature?

The memo should be at most six pages long (not including the reference list at the end). Please format your memo in 12pt-font, with 1.5 spacing, 1-inch margins, and references formatted in APSA-style (https://www.macalester.edu/las/wp-content/uploads/sites/41/2012/09/APSAStyleGuide.pdf). How does globalization affect macroeconomic policymaking?

Public administration is an essential link between citizens and governments. With the rapid pace of globalization, the public sector is under even greater pressure to increase its capacity to deal with the new challenges and opportunities that globalization presents. The relationship between globalization and governance is multidimensional. States/countries with high levels of integration with the rest of the world tend to have better governance outcomes on the whole. Of course, the quality of governance can be directly related to the social and economic integration between states. The gross domestic product (GDP) per capita, religion, natural resources, fractionalization, and government size largely decide the outcomes. Like globalization, governance can be conceived broadly or narrowly. How does globalization affect macroeconomic policymaking? In this assignment, you are expected to select one country and do the following: Discuss a significant issue/challenge arising from globalization that has taken place in the last 35 years. Consider the decision that NASA had to make and what ultimately lead to the disaster and loss of several lives. How did NASA handle this situation? What decision-making method did they use?

This week you will be asked to make a decision using the information presented. Consider the decision that NASA had to make and what ultimately lead to the disaster and loss of several lives. How did NASA handle this situation? What decision-making method did they use?

This incident and the decisions that led up to the disaster are very well documented. (We’ll give you a hint–look for info on the O ring.) You need to look for information about the decision-making that took place with the Challenger and write a paper that uses evidence to argue whether the decision to launch was a good decision or a bad decision.

Remember, in hindsight with the loss of life and the damage to the space program, most agree the launch should not have happened. However, you’re looking at the situation from the information the decision makers had in advance of the incident and they were professionals who decided to go forward. Clearly they thought they were making a good decision. It’s very possible you may argue for launching in your paper and have great evidence.
For this assignment, you’re the one who has to decide launch or don’t launch. Although you get to make the call, you have to defend your decision to lots of important people. Create your presentation explaining why you are deciding what you’re deciding. The key here is to use evidence of why you are making your decision. Remember, nobody knew the craft would blow up, so if you say don’t launch, you need to explain why the lost money, publicity, and everything else would be worth it. If you argue for launching, explain why the risk is worthwhile.

It is strongly recommended that you use ProQuest as you research for this. A lot of articles about this decision will be found in databases related to technical communication rather than just business.
